Defines our current era of technological revolution and the explosion of knowledge, has witnessed the last decade of the twentieth century and the beginning of the twenty-century atheist, tremendous progress in the field of Information Technology, and transformed the means of modern technological world to a small global village. This development is reflected in many areas, but that the area has benefited greatly is education, which relies on these techniques and became the so-called e-learning.
As a result of this revolution in methods and techniques of education, which provided the means to assist in the provision of scientific material for the student in one easy, fast and clear, there arose various forms of e-learning, to suit the needs of learners and the nature of the tools available for the connection. We will focus in this study in the form of one of them a university education, which relies on the use of electronic media, multi-throwing lessons in the classroom, and communication between teachers and learners, and receive information, and interaction between student and teacher and between the student and the available sources of information at the university. They can call this method in education "Education Almtmazj" Blended Learning in order to differentiate between it and other forms of e-learning that has spread as a result of the revolution in the world of communication and information technology. E-learning and open up new avenues for Almtmazj learners were not available before. And subject curricula be reviewed to keep pace with modern requirements in the information society, attention was given to providing individuals with the skills that qualify them for the use of information technology. And began the labor market, through its needs for new skills and qualifications, attitudes and competencies required in the field of innovative university education.
Still the educational process in the Palestinian universities are in the classroom, focusing somewhat on the teacher as the primary source of information, and are relying on traditional methods of teaching like a book and pen and paper board. The use of multiple electronic media is still unknown to many teachers and students. In order to modify and develop multi-media education policy at the university level, it is imperative that the technology becomes an essential tool in the learning process at all educational levels and in various disciplines.
Must be at the forefront of this study to present the development of information technology in the Palestinian higher education in the circumstances of the Palestinian people during the current period. We have adopted the Ministry of Education and Higher Education in cooperation with Palestinian universities many of the recommendations for the advancement of education, information technology, have also made great efforts in building a communications network between universities, science academies Filstunaip to exchange information and promote joint research. But all these attempts did not write it out to take place due to lack of financial support required and the lack of coordination between universities and the lack of proper utilization of available resources at times. The aim of this study was to determine the concept of education Almtmazj, and then to address the characteristics and benefits and the obstacles that stand in the way application. It also aims to study the possibility of developing the skills to use information technology to the specific segment of the faculty and students, and develop a strategy to help lay the groundwork that could be used for the dissemination of computer culture in the Palestinian universities. It also aims also to develop the skills to use modern technologies used in education, such as computer and its various applications and sources of electronic knowledge, and instilling the concept of self-learning, through the combination of education classroom and e-learning in equal proportions Blended Learning, to create a culture of computer teachers and students.
